Turns out it was complex crooked "urban planning" as is typical, in order to get $1.6 billion funds targeted for "low income housing" financing. FOIA request was necessary to get that. These are the kind of games the NYC machine plays with taxpayer funds.And then wonder why people are cynical about paying taxes.
